Youth Special Rent Support, Essential Checklist Before Applying

The Youth Special Rent Support is a government assistance project that supports the actual cost of rent up to 200,000 KRW per month for up to 12 months (a total of 2.4 million KRW) to ease the housing cost burden of young, non-homeowners living independently.
Before preparing the documents, check the four key requirements below first to see if you fully meet the application qualifications.
Support Targets and Key Qualification Requirements

  1. Age and Independent Living Standards

Non-homeowning youth aged 19 to 34
Must be registered as a separate household from parents on the resident registration and residing separately.

  1. Housing and Lease Conditions

Must reside in a home with a deposit of 50 million KRW or less and a monthly rent of 700,000 KRW or less.
If the sum of the deposit converted to monthly rent (applying the conversion rate) and the monthly rent amount is below a certain standard, you may be eligible even if the monthly rent exceeds 700,000 KRW.
In addition to locations registered as residences in the building register, quasi-housing (officetels, gosiwons, etc.) can also be applied for.

  1. Income and Asset Standards (Both independent youth household & original household must be satisfied)

Independent youth household: 60% or less of median income, total assets of 122 million KRW or less
Original household (including parents): 100% or less of median income, total assets of 470 million KRW or less
(However, if you are 30 years old or older, married, or have regular income of 50% or more of median income and are recognized as practically independent, the income and asset investigation of the parents is excluded.)
Support Amount and Payment Method
Support amount: Up to 200,000 KRW per month within the scope of the actual rent paid (supported up to 12 times)
Payment method: After passing the screening by the local government, cash is deposited monthly into an account in the applicant’s own name.
Ineligible Targets:
Homeowners (including pre-sale rights)
Public rental housing residents
Recipients of similar monthly rent support projects operated by local governments, etc.
Those who have leased homes from relatives within the second degree of kinship, such as direct ascendants, brothers, or sisters

Essential Application Documents Checklist to Finish in One Go

The most common reason for rejection during the document submission process is missing issuance criteria or discrepancies in verification information. Here is a summary of the four essential document preparation standards to pass at once without review delays.
Resident Registration Certificate Issuance Criteria
This is not merely for identity verification, but is fundamental data proving whether the independent youth household is separated from the parents’ original household.
Issuing place: Gov24 (free online issuance) or community service centers, unmanned civil service kiosks
Issuance format: Must be based on ‘Detailed (Selective Issuance)’
Mandatory display items:
Household member names and the second half of the resident registration number (all 13 digits fully displayed)
Relationship to the household head
Move-in date change history (to confirm completion of moving-in notification to the currently leased housing)
Precautions: Must be issued within the last 1 month from the application date; if the moving-in notification has not been completed, it will be rejected due to mismatched addresses on the certificate.
How to Prepare a Copy of Bank Book
This document verifies the authenticity of the account into which the subsidy will be deposited every month.
Account name standard: Must be a deposit/withdrawal account in the applicant’s own name
Preparation method:
Log into a commercial bank mobile banking app → Go to the relevant account management menu → Utilize the ‘Save/Share Bank Book Copy’ feature
Checkpoints: The bank name, account holder’s name, and account number must be clearly visible.
Excluded accounts: Installment savings/fixed deposit accounts, housing subscription accounts, brokerage CMA accounts, suspended accounts, and seizure-prevention accounts cannot be registered.
Copy of Lease Agreement with Fixed Date Stamp
This document officially proves the actual residential contractual relationship and lease expenses (deposit, monthly rent amount).
Essential elements: The ‘Fixed Date’ (or housing lease report certificate) stamp must be clearly visible on all pages of the housing lease agreement.
Points to note:
The lessee’s name on the contract must match the applicant.
The entire page of the contract (including special terms and conditions) must be scanned or photographed flatly so that the fixed date stamp is not blurred or cut off.
In the case of a sublease contract (where the tenant re-leases to another person), a copy of the original contract and a sublease consent form are additionally required.
Proof of Rent Transfer for the Past 3 Months
This document verifies whether the monthly rent specified in the contract is actually being paid.
Accepted documents:
Bank-issued account transfer confirmation (remittance confirmation)
Cash receipt issued by the lessor (for monthly rent tax credit)
Official deposit confirmation
Unaccepted documents: Simple mobile banking screen captures where parts of the remitter name, recipient account number, or remittance date/time are cut off, and simple cash receipts (handwritten informal receipts) are not accepted.
Checkpoints: The account holder of the receiving account must match the lessor’s (landlord’s) name on the lease agreement. (If depositing into an agent’s account, an explanation such as a power of attorney is required)

Additional Documents Required by Situation (Applicable Persons Only)

In addition to the basic documents, if further verification of family relations is needed, or if you reside in a special type of housing rather than a standard apartment or studio (one-room) contract, you must prepare the following documents together to prevent delays in screening.

Family Relations Certificate (Detailed Certificate)

This is an essential document required to verify the income and assets of the original household (parents) for young people residing separately from their parents on the resident registration.

  • Issuance criteria: It must be issued as a ‘Detailed Certificate’ (not the general type), with all 13 digits of the resident registration number fully disclosed.
  • Preparation criteria by category:
  • Unmarried youth: Detailed family relations certificate based on the youth, and detailed family relations certificate based on the father and mother
  • Married youth: Detailed family relations certificate based on the youth, and detailed family relations certificate based on the spouse
  • Broken families due to parental divorce, death, etc.: A detailed certificate based on the father or mother may be additionally requested to confirm whether family relations have been severed or to verify legal parental authority/custody relations.

Additional Supporting Documents by Special Housing Type

Housing types that require a separate room admission confirmation or sublease consent instead of a standard jeonse/monthly lease contract.

Housing Type Mandatory Additional Documents Preparation and Issuance Precautions
Gosiwon / Gositell Room admission confirmation (or usage agreement), copy of business registration certificate The room fee, period of stay, and official seal of the director (business operator) must be stamped.
Dormitory (University/Workplace) Dormitory admission certificate (certificate of residence), dormitory fee payment receipt Must be an official document stamped with the official seal issued by the school administration office or dormitory management office.
Sublease Contract (Subletting) Sublease contract, sublease consent form, copy of original lease agreement If the consent form stating that the original owner (landlord) consented to the sublease and the original contract are missing, the validity of the sublease will not be recognized.
Youth Share House Share house move-in contract, proof of divided rent In the case of co-leasing a single house, the security deposit and monthly rent amount borne by oneself must be clearly specified.

Explanatory Documents for Exemption from Parental Original Household Income Investigation (Applicable Persons Only)

Supporting data required when qualifying as an independent youth household to be excluded from the parental original household investigation.

  • Age 30 or older: Automatically verified by age on the resident registration, so no separate explanation is needed
  • Married: Proven by marriage relations certificate (detailed)
  • Recognition of independent income (persons with continuous income of 50% or more of the standard median income):
  • Earned income earners: Certificate of employment, pay stubs for the last 3–6 months, or withholding tax receipt for earned income
  • Business income earners: Business registration certificate, certificate of income amount
  • De facto severed family relationship with parents: Community center consultation fact-confirmation certificate proving de facto divorce, disappearance, long-term loss of contact, etc., or relevant official supporting documents

Online (Bokjiro) & Offline Application Methods and Procedures

Once all documents are prepared, you can apply online through the Bokjiro website (or mobile app) or by visiting the relevant community service center in person.
Here are the specific procedures by application method and practical tips to keep in mind when uploading documents.
Online Application Method (Bokjiro PC Web & Mobile App)
If you have a joint certificate, financial certificate, or simple authentication (Kakao, Naver, PASS, etc.), you can easily apply on weekends or during the night as well.

  1. Log In and Access the Service

Log in to the Bokjiro website (bokjiro.go.kr) or the mobile ‘Bokjiro’ app
From the top menu, click [Apply for Service] → [Apply for Welfare Services] → [Apply for Welfare Benefits]

  1. Select the Application Item

Go to the [Youth] section among the categories → Check [Youth Special Rent Support]

  1. Fill Out the Application Form and Complete Self-Assessment

Enter basic personal information, household member information, and income/asset information
Check self-assessment items (verify whether age, income, residence requirements, etc., match)

  1. Upload Supporting Documents

Attach the prepared documents (lease agreement, proof of monthly rent transfer, bank book copy, family relations certificate, etc.) by item

  1. Final Submission and Confirmation of Receipt

Submit after reviewing the entered details (check for receipt of application completion Kakao Notification Talk or text message)
Precautions for Uploading Online Document Files
File format and resolution: Register in JPG, PNG, or PDF file formats, but the resolution must be clear so that text and official government seals are not blurred.
Prevent missing multi-page documents: If the lease agreement or family relations certificate consists of 2 or more pages, uploading only one page will result in rejection, so merge them into a single PDF file or attach all pages in order.
Offline In-Person Application Method (Community Service Center)
If uploading documents is cumbersome or there are many complex explanatory documents such as sublease contracts, it is safer to apply in person while receiving face-to-face verification from the public official in charge.
Application location: Welfare Team at the Eup/Myeon/Dong Administrative Welfare Center (Community Service Center) with jurisdiction over the youth’s resident registration address
(Caution: You must visit the jurisdiction of the address where you completed the moving-in notification for the rental, not your parents’ residence.)
What to bring:
Your identification card (resident registration card, driver’s license, passport, etc.)
Complete set of pre-printed required documents (bank book copy, lease agreement, transfer confirmation, certificates, etc.)
Possibility of application by proxy:
In principle, the youth must apply in person, but proxy applications by mandate are allowed only for legal representatives, spouses, and direct ascendants.
When a representative visits, a power of attorney, the representative’s ID card, and documents proving the relationship with the applicant must be brought additionally.
Screening and Payment Procedures After Submission
Income and asset investigation (takes about 1–2 months): The Social Welfare Division of the local government officially checks financial assets, general assets, and income details of the youth household and parents’ original household via the Haengbok e-Eum system.
Notification of results: Upon completion of the screening, qualification/disqualification will be individually notified via KakaoTalk or text message.
Disbursement of support funds: Upon approval, the payment is retroactively applied based on the application month and deposited in cash into the registered bank account on the designated payment date each month (usually around the 25th of every month).

Frequently Asked Questions (FAQ) and Tips to Prevent Document Supplement Requests

If you receive a request for document supplementation due to incomplete paperwork, the review period may be extended by more than a month. Here is a summary of the most frequently asked questions by applicants and the key points where municipal reviewers frequently request document supplementation.
Frequently Asked Questions (FAQ)
Q1. I have already received all the 1st phase support (12 months); can I apply again for the 2nd phase program?
Yes, youth who have received the 1st Youth Special Rent Support and collected all 12 payments can apply again for the 2nd Special Rent Support program after the support ends, provided they meet the requirements.
Q2. Maintenance fees are billed separately; are maintenance fees included in the rent support amount (up to 200,000 KRW)?
They are not included. The support amount is calculated based solely on the pure monthly rent stated in the lease agreement. Electricity bills, water bills, common maintenance fees, etc., are excluded from the eligible actual costs.
Q3. If I move to another place during the contract period, will the support be cut off?
You can continue to receive support if you complete the moving-in notification for the new address and submit a change application through the competent community service center or Bokjiro. However, the newly relocated home must also satisfy the basic lease requirements, such as a deposit of 50 million KRW or less and a monthly rent of 700,000 KRW or less.
Q4. What should I do if I paid rent in cash and do not have account transfer records?
Simple verbal confirmations or handwritten receipts are not accepted. You must ask the landlord to issue a cash receipt for monthly rent tax deduction registered on Hometax, or separately submit an official deposit confirmation bearing the landlord’s signature and seal.
5 Key Checkpoints to Prevent Rejection and Supplement Requests

  1. Strict Compliance with Document Validity Period (Within 1 Month of Application Date)

All administrative documents, including the resident registration certificate and family relations certificate, must be up-to-date documents issued within 1 month of the application date. Reusing previously issued documents will unconditionally result in a request for supplementation.

  1. Verification of ‘Full Display’ of All 13 Digits of the Resident Registration Number

When issued through Government24, documents are often printed with the default setting ‘Hide back digits of Resident Registration Number’. You must select detailed issuance so that all the back 6 digits of both your own and your parents’ family relations certificates and resident registration certificates are fully displayed.

  1. Check for Omission of ‘Fixed Date’ or ‘Report Certificate’ Stamp on the Contract

Be sure to verify whether a fixed date stamp is imprinted on the last page of the contract, or whether the ‘Housing Lease Contract Report Certificate’ issued by the community service center is attached as a set.

  1. Verification of ‘Recipient Name’ on Transfer Confirmation

If the monthly rent was remitted to an account belonging to the landlord’s spouse, child, or real estate agent, a request for supplementation will occur because it differs from the lessor’s name on the lease contract. In this case, the landlord’s power of attorney or documents proving family relations must be submitted together in advance.

  1. Beware of Missing Scans for Multi-Page Documents

If the contract consists of 2 or more pages or contains separate sheets for special agreements, uploading only 1 page will classify it as incomplete documentation. It is safe to scan all pages in order and bundle them into a single file before submission.
